Abstract

As transportation planning shifts from a narrow focus on auto-mobility to a broader focus on access to destinations via all modes (plus outcomes for the environment, human health, and fiscal health), old metrics and practices need updating.  SB 743 directed the Governor’s Office of Planning and Research (OPR) to replace LOS with a new metric of transportation impact under CEQA.  This session will examine the problems that led to the shift, and discuss the mechanics and potential outcomes of the shift to VMT that OPR is proposing.
