Abstract

In this seminar, we will discuss the relationship between air quality and climate change legislation and implementation work by the California Air Resources Board (CARB). CARB’s mission is to promote and protect public health, welfare, and ecological resources through effective reduction of air pollutants while recognizing and considering effects on the economy. As the Administration’s key air quality legislative staff, CARB’s Legislative Office serves as the conduit for transmission of technical expertise, while at the same time providing a policy context with which to view technical issues. We will discuss several of CARB’s major programs and the legislation that informed those programs.

Biographical Sketch

Dr. Vergis is the Legislative Director for the California Air Resources Board (CARB). CARB is the California state agency charged with helping to make sure Californians are breathing clean air, achieving greenhouse gas reductions, and protecting public health. Dr. Vergis holds degrees in Economics (B.A.), Environmental Policy, Analysis and Planning (B.S), and Transportation Technology, and Policy (M.S., Ph.D.), from University of California, Davis. Her Ph.D. research focused on emerging technology policies- specifically, analyzing early zero emission vehicle markets. Dr. Vergis’ previous positions include working in both the public and private sector on California land use and transportation policy.
